The University Grants Commission (UGC) has drafted UGC (Online Education) regulations, 2017 which would allow students to get a UGC recognised diploma online. Public feedback regarding the same was hunted till August 18. After the regulation is executed, institutes will be able to offer degrees in most fields, except physiotherapy, medicine, dental, pharmacy, nursing, and structure and engineering.
As per an HT file, now, the Commission doesn’t recognise any course offered fully online. A student can get a degree by attending courses and enrolling in a college or through distance-education.
From this season, the universities have been permitted to provide 20 per cent of the course material through Tremendous Open Online Courses (MOOCs) platform named Swayam. But a level obtained through internet course isn’t recognised. A number of private universities offer you degrees but not many pupils opt for them as they are not recognized by the UGC.

The regulation says, “The programmes could be designed for traditional learners, as well as working professionals and other people aspiring to acquire knowledge and related academic credentials. The delivery process shall be conducted online using a suitably designed online tech system.”
“Online computer-based testing programs together with provisions for integration using Aadhaar and dwell audio/video monitoring via webcam and display capture shall be used. Additionally, wherever possible, proctored examination shall be conducted,” it adds.
The regulations will allow universities and high educational institutes provide levels. Students are not going to have to attend courses physically and also to be eligible, a college needs to be NAAC-accredited using a minimal score of 3.25 on a four-point scale.
